Bid to CIVL for: 2006 Class 2/5/Women's Hang Gliding World Championships

CIVL CHECK LIST FOR CHAMPIONSHIP BID ORGANIZERS (sections 1.1 – 1.18)


1.1 Sites. Suitability, accessibility, availability, permissions for use


The site is Quest Air, Sheets Airport in Groveland, Florida, near the city of Orlando, Florida. All surrounding roads are paved and provide easy access to site. The airfield landowner is a long term and enthusiastic supporter of free flight.

 

1.2 Airspace. Free or available above take-off and task flying areas, prohibited areas, frontier crossing arrangements.


The airspace above and around Quest Air has a proven history of excellent cross-country routes for competitions. Route planning has never been a problem in the previous 5 years of competitions.

 

1.3 Radio. Permission to use and on what frequencies, licensee requirements


Two meter and certain business band frequencies are available to authorized operators and USHGA members.

 

1.4 Meteorology. Period of best weather, forecasts during the event. Satellite weather monitor.


Gary Osoba, a multiple FAI sailplane world record holder, will provide the best soaring weather forecasting available in the US. High-speed Internet and computers available to make personal observations of the day’s weather. Mid April through May historically have provided the most consistent light winds and high cloud bases for competition, as shown by the last several years of the Flytec Championship.

 

1.5 Maps of task area. Scale and availability.


A wide range of aeronautical, topographical and road maps are available from multiple local sources. A special edition map, complete with turn-points and goals, will be provided.

 

1.6 Rescue/Medical Services.

 

Doctor, first aid and helicopter availability including response times. Any vaccinations recommended for competitors.
A medical team will be provided at launch. Additional excellent, emergency response is available throughout the area and can respond quickly to incidents.

 

1.7 Event Headquarters. Suitability, location, communication equipment.

 

Air-conditioned indoor accommodations are on site for meet headquarters. Multiple phone lines and public use computer terminals will be available to all competitors and contest officials. High-speed wireless 802.11b Internet service will be provided to competitors and contest officials for weather and personal email.

 

1.8 Director and key officials. Qualifications, languages, availability.


The Meet Director, David Glover, is a proven professional and veteran director of numerous world-class competitions. Steve Kroop, Meet Organizer, is consistently the most generous organizer and supporter of competition and free flight world record attempts. Bobby Bailey, designer of the Dragonfly tug, is an ultralight pilot, trainer and builder. This team has hosted multiple, highly successful, large (100 plus pilots) world class/international competitions.

 

1.9 Finance and sponsorship. Is there enough money to run the event?

 

Quest Air and Flytec USA have successfully hosted numerous large international competitions in the past.

 

1.10 Local facilities. Hotels, camping sites, car hire, shops, repair facilities.

 

Camping, RV spaces and hang gliding repair facilities are available on site. Hotels, restaurants and car rentals are readily available within 10 minutes of the flying site. A variety of healthy foods will be available on site for a reasonable cost. 1

 

1.11 Insurance. Required cover for organizers and for competitors, including public liability.

 

All participants that are not already members of the USHGA will be required to become temporary members. This, along with a special event policy through USHGA, will provide liability insurance.

 

1.13 Entry Fee. Amount, what is covered by fee. Currency exchange

 

Entry Fee is $650, which includes all towing (to start a task), camping, hot showers, high speed internet, local phone calls, awards ceremony dinner, CIVL officials2 and CIVL sanction fee3, commerative T-shirt, and temporary membership to the USHGA. Retrieval fee for contestants without team transportation will be available for a separate fee.

 

1.14 Timescale. Is there enough time to organize the event properly?

 

Yes, over two years.

 

1.15 Bid preparation for CIVL. Dates, detailed information package, Local regulations problems or queries, sanction fee for 1st category events.

 

Dates: Sunday, May 18, through Saturday, May 27, 2006.
Sanction Fees: $600 USD has already been deposited in the FAI account (one pilot entry fee). The additional $50 will be paid if bid is accepted3. Local Rules: Pilot friendly local regulations will be similar to previous contest rules and will be provided well in advance for review by all officials for. For the pre-world’s, we may request to have the event run concurrently (without officials) during our regularly scheduled competition in April, or possibly not provide a pre-world’s competition for these classes
.

 

1.16 FAI Entry Rule. Will any FAI member be refused entry to country?

 

None that we are aware of.

 

1.17 Early arrivals. Will it be necessary to set a date before which competitors should not arrive?

 

Early arrivals are welcome. All pilots must be aerotow certified before the beginning of the competition. Pilots needing training must arrive at least one week before the first planned day of the competition. Pilots will NOT be allowed to fly in competition without proficient aerotow skills. There will be no refund of entry fee if a competitor is deemed unsafe by Safety Director.

 

1.18 Guest pilots. Eligibility, invitations.

Footnotes:

1 Because prepared food and kitchen facilities will be available on site, and supermarkets and restaurants are within close proximity, we request that competitors choose and purchase their own lunches.

2 In light of the fact that the participation for this event tends to be appreciably smaller than other Category 1 events we request that we be allowed to use one steward and one jury member (total FAI/CIVL staff of two). Pilot entry fee for this event is contingent upon approval of this provision.

3 For the same reason as in footnote 1 we request that the total sanction fees to the FAI/CIVL for this event be equal to one competitor entry fee. Pilot entry fee for this event is contingent upon approval of this provision.

 

Amendment to the Bid


Bid was amended removing contingencies in foot note 2 and 3 and the entry fees were increased to $725 USD to cover increased cost.
